It's thin, but has enough volume for the air's ability to pass through. Remember their DRD? The tube connecting the engine cover and rear wing wasn't any more thicker than this.

If you or the other guys agree to the fact that the splitter has the air passing through, then I can write my theory about possible device.

Anyway, the cockpit is no more parallel to track surface. It's now slighty pointing down which was not the case with E20.
Fernando Alonso is the best pay-to-drive driver in F1 with the biggest amount of money behind him.

RB8 ducts are split into two tunnels each. two tunnels follow the floor and the diffuser to blow its central section and/or the starter motor hole and the other two channel higher and exit above the G-box like a double diffuser.
You can notice that our E21 got bigger side outlets (if compared to what the E20 used to have) above the G-box two... maybe E21 tunnels function the same way but with a hidden splitter.

Pelican nose directs air into possible hole behind pelican bulge.Then the inner tube on bottom of the cockpit (if that tube exists) drives the air to the splitter.Then the air from the splitter blows the floor/diffuser of the E21.

Lotus is testing with a different rear wing. looks like an older version.

If I have to guess, I would say there is a hole at the bottom of the chassis tube which is linked to splitter pipe (if it's pipe at all) which is then operated by driver

Some details of E21 "ear inlet" feeding air into "device". Look at the image in the original dimensions. It is more complicated, and that gap could feed some air even if "ear inlets" are closed. See join of "ears" and chassis. Does it make any sense?

On the sidepod air flow conditioner (horizontal one) there is mounting point visible. Should we expect something mounted here?

I guess, gap function is to keep air flow attached.

It must look a bit like this inside the gap
