Why only 1 bargeboard per side? Why not 2?

Regulations. And in other series(since these are pretty much all spec series) it isn't much of an issue and it's simply not bothered.

Firstly, why are you confusing underbody strakes. with barge boards at the side? Both act as VG's, no doubt, but barge boards mainly deflect the dirty turbulent air from the rotating wheel outwards. and manages the airflow around the sidepods/ rad cooling.

They might do. The little vanes on the splitter and then the main barge board are what they use I think.

Why Katz and other aderodynamicists used 2 underbody vortex generators per side instead of only 1?
Does a double offer better performance? If so why?
Is it because air is most efficiently diverted thru the space between the two vortex generators?

In this image in the lower vortex generators a couple inward rotating vortices are depicted at the trailing end of the VGs.
These 2 vortices then cross themselves to form a bigger car length vortex as depicted in the crossing lines.

This larger vortex works pretty much like a side skirt preventing outer air from getting into the venturi tunnels and diffusers, also reducing diffuser flow separation.

What modifications of improvements to the twin Vortex generator / bargeboard setup enhance this large vortex?
Now the big question is If twin bargeboards are banned what single bargeboard design allows it to function as a dual bargeboard setup or better?
The rewards for answering these questions are getting side-skirts like ground effect downforce levels!
