-So, the way the rules stand now, the manufacturers have to deliver the China race engine to the FIA.

-During the off-season they are only allowed to re-tune the engines to the 19000 rpm ceiling.

What if an engine manufacturer has a reliability problem that is related to a fundamental design problem discovered late? Are they allowed to re-design that part?

Only if that team isn't in a position to threaten Ferrari. Then the FIA technical department will OK it

its sad, but in my eyes any engine limiter finishes that what the f1 stood for at their beginning and decades after, an open class with superior technology solutions.

You are so right. Max and his El Cheapo vision for F1 will turn it in to just another spec racer series. The technology frontiersmen will migrate to LMP and F1 will severly wane. But from a real practical perspective WRC cars will still be extremely advanced as they perfect diff, driveline/tranny technology along with suspension solutions. If they didn't race on dirt, which prevents them from being viewed as "the pinnacle of motorsport", WRC would be ideally placed to sieze that perception as all the technology mavens emigrate from F1 to a less restricted enviornment. So, I think that LMP will be the new frontier. Enjoy your investment CVC, you should have backed the GPMA and the formation of a real F1 series, not this homologated delusion of Max.
