This is interesting.
Absolutely!
It will surely be challenging, cold tires, eating up one tire if they stick to this layout....but I love these new city tracks.

A reason to go to Las Vegas next year?
Absolutely. If I go to a F1 race, then mostly street circuits. Just a different level of fun.
On a classical racetrack you are so far away....in 50% it rains some time during the event, you have issues reaching the track and you have issues to watch the frame program. Better to watch on TV.
Completely different game in the cities like Montreal, Baku or Spore...maybe we can even count Yas Marina (excluding unreachable Saudi). Except for Monaco the city is running "normal". You have your local transport that brings you easily from the airport, hotel rates are ok, you can do sightseeing, you can walk around the track and see every corner, watch FP and frame races from different spots. Furthermore the frame program is much better....and afterward you just take local transport back to the hotel at night.
Ok...Vegas has no local transport (maybe monorail helps...) and parking will be $hitty as in Spa just without mud, but if you book at the right time, I see no issue with hotel rates. Furthermore you can take it easy, do some days more in California and avoid expensive flights, maybe even sleep in Vegas for only two nights...I would fly to LA for example and go by car to Vegas, Hoover Dam, Death Valley etc. if this is new.
There are many tips and tricks about Vegas, let us discuss when people start booking...maybe see you in Vegas
