Assuming the person in 1st place, gets pole and the fastest lap. He'd end up with 18 points for a race but the person who starts in. 20th (or 30th as you propose) and lands 11th would destroy them on points. 27 points from 20th and 57 points from 30th. That'd make alot of overtaking but more probably because cars would be dropping back to get 11th. Unlikely but you'd only need to overtake 6 cars to surpass the points for 1st place.
The points system minus the fastest lap, pole and overtaking gubbins, however sounds good. :)
I got the impression that the idea was just 3 points for making the most passing moves, not 3 points per pass.
You 3 points for most passing moves. Provided that the the guy finishes below 10th has the most moves below 10th. For instance, say Buemi starts 11th and finishes 4th and has 8 moves for position during the race, and Sutil starts 20th, but finishes 14th and has 7 moves for posistion, Buemi gets the points for 4th, nothing else, Sutil gets the 3 points for overtaking.
Its designed to give the guys futher down something to fight over, give them some hope when going arround in 16th for instance.
