Mercedes and BAR cost cap

If Mercedes hire an Engineer from Red Bull who brings some knowledge / learning to the team that they didn't previously have.....Do Mercedes have to show cost of Red Bull development in their cost cap?

If a Mercedes engineer works for a different Mercedes company on a different project, should that cost be part of the Mercedes F1 cost cap?

Considering the cost cap brings in the sharing of information, moving staff around wouldn’t count.

But it Mercedes used that external company to consult on design, research etc then it’s included in the cap.

RB have RB Technologies as a side hustle for a long time. They did AM Valkyrie project and now have RB17 project.

Ferrari have WEC project directly from ex F1 employees.

McLaren has a lot of side projects closely related to F1 dept.

Sauber have their own engineering services division, just like Williams.

Every team has something, other than Alpine and Haas I believe. SAT also, but they are a B team anyway, so shouldn't be counted and AM is still building up its own capacities.

Granted there was a typo, it sounds a bit odd reading ‘but it Mercedes’.
