both options are possible, as far as I understand the rules:

If, after one or more formation laps behind the safety car, the track conditions are considered unsuitable to start the sprint session or the race from a standing start, the message “ROLLING START” will be sent to all Competitors using the official messaging system

4 laps behind and safety car on wet tires and then an instant pit stop for inters, because it's not only slower but also unsafe to drive f1 car on wet pirelli tires.

They need to change that rule where they mandate teams to start on the full wet tires.

Pathetic!! I’ve seen racing in much wetter tracks. Might as well do 15 formation laps and call it a day!!

Because they don't let them race until the track is dry enough for intermediate tires. We are likely to see the whole grid box the moment they are allowed to.
