Aston Martin and McLaren very often mentioned their new wind tunnel, show YT-videos in AM's case about the progress, when it will be ready and so on.
But with RBR it's very much the opposite. We've heard last year that Mateschitz approved the new wind tunnel, since then absolutely silence. We don't know if they have even started the construction.
Sam Collins mentioned early in the year that there are difficulties with UK rail network.
The current wind tunnel seems to work well already. Newey mentioned a while back that the main issue is how long it takes to get up to speed & temperature which increases the cost of running it under the budget cap compared to other teams, made worse recently by increased energy costs, it's not a modern tunnel nor was it designed for F1 use originally. In terms of performance it's most likely perfectly adequate otherwise they would've invested in a new one a while ago since aero is the key in F1.
So I think the new tunnel for RB will increase the cost efficiency, but there's not necessarily a huge deficit to make up.
McLaren and AMR on the other hand have a different situation. Amr have to share their current wind tunnel with mercedes and I believe Merc have most of the control in that situation. They probably have to run the tunnel at inopportune hours and schedule may be determined by when Merc don't want it. Busy times of year probably make it even worse - engineers are already working flat out in some periods. McLaren's current tunnel is in France, owned by Toyota so they pay to use it, they have to spend time and money shipping or in some cases taking in luggage parts/models to and from the factory in woking. t's a huge issue for McLaren in terms of increased lead time and cost. Also McLaren's wind tunnel cannot simulate large angles of yaw which is another significant limitation.
So I think they talk about it more because they're coming from a worse position and stand to gain more from the upgrade. For RB it's going to be a smaller improvement. Perhaps also RB don't talk about it as much as it's much further from completion. It was only approved partway through last year, so I can't imagine it'll be ready to go for another couple of years.
