They checked the telemetry and based on the telemetry they decided to punish.
I agree based on the rules, both should have been penalized on both cases.
But I want to point out, Alosnso doesn't slow done, it is Diresta who decide to take risk and go through outside catching by surprise Alonso
On Vettel-Alonso incident Vettel slows down as he screw up, Alonso is force to go outside (he could have gone inside but he had fractions second to react). Vettel from the begnning of the turn knows he screwed up and intentionally goes as much as outside possible knowing alonso is going to try to pass him. That's why I see it is a fair decision because he decided to force him to go outside.
On Diresta-Alonso, applying the rules should also have been also penalized but it was not intentionally. And that's for me the difference between both cases.
