Because we have been hearing for months that "all the pieces are now in place", yet we seem them fall as hard as I have ever seen a team fall despite all of the investments.
Because so many capable people can't cooperate to find a solution to the constant tire/down-force problems. That or they are really overrated.
1.As far as I'm aware Costa has only ever been working on the W04. winth304 himself has given us the links for that.
2.The major architect of the W03, Bigois, left in April/May.
3.Bob Bell is in charge of engine integration and a liaison between Brackely(team) and Brixworth(engines)
4.Willis has been working to upgrade the windtunnel. His role is not defined as design.
Mercedes abiding problem is aerodynamic.
5.Mike Elliott joining is part of there being a restructure. Costa and Elliott will together. And as Elliott joined in the middle of the year, I don't see how the previous 3 years issues at Mercedes can be lumbered on his doorstep. Or any of the new recruits as it happens.
