The testing mileage they´re allocated? It´s finite. They could well have decided this wasn´t a good track to waste it on.

 how can he possibly make that judgement by just on looking. Perhaps red bull is carrying less fuel which is why they look more planted. Pinch of salt

He's just describing his subjective feelings about cars' behaviour on track. What's wrong with that? Just because he used percentages and downforce in connection with "looks"? It's no worse or better than any such comment. I don't see him saying they "have" 10% more downforce or making assumptions about fuel. It's just an impression.

Ever since Heidfeld predicted RB's dominance from looking at the tests couple years ago track observations are a new fad on internet boards and such. It's something his employer probably required. As always team's name and expectation bias plays some part. For example I don't recall ANYONE talking positively about Williams last season. Most predictions put them only in front of TR and it turned out they had quite a fast car. The reason? Awful previous season.

How would that work? 150 laps in Barcelona and 50 in Jerez per day? Or 100 on each track? Limiting factors are time, tyres and human element not some "allocation". Most likely answer in simple: that's their program, if you look beyond Raikkonen that is. From what I've read, they're testing exhaust options, short runs, lots of adjustments that take time (check Permane's comments on their site), and some more similar runs. It's a completely new area for Lotus (exhaust) and it took a lot of time for Ferrari or RB to get right.

Iotar is right. Outside of time, manpower and equipment constraints, their testing is unlimited in these preseason tests. If they made a car with a big enough fuel tank, they could pretty much lap the whole day and just change tyres when they needed to.

Speaking of "lap the whole day", is that me or Gutierrez is already doing a race simulation?

It used to be 15000km(dont know if it still is) per year but no one is going to come anywhere near that. Testing restrictions are not the reason Raikkonen isnt on the track.

Maybe he just wanted to drive see what the limits were like and parked it out of boredom.

Well, Ham just ends a stint, with 16 laps in a row, from 1:25.2 to 1:27.8. Not bad... i think. :)

They had to do in two days what others did in four, so it's no surprise.
