for 2014 have a car that will be as competetive and run the team as near-flawless as the RedBulls have in the past few

Thing still is.....you can't answer the topic question correctly, never. in no way. Because there are simply too many varying statistics. Just look at the tires, they'll come into play. New engines. Team members. Atmosphere. Team [financial] health.
You could only answer the topic questio if the field would be completely level, alike a GP2 or A1GP, or superleague formula.
Only if the cars and teams would be exactly the same could one answer which driver benefits the most from reg changes.
Any other way, its PURE speculation.
