Presumably the team saw Rosberg's car was dying and were worried about a safety car so wanted as big a gap as possible "just in case". Or perhaps Hamilton's ERS needed to be spanked to keep it happy. Either way, an odd set of messages to a driver when he is otherwise comfortably in the lead.
If you are more fortunate than others, build a larger table not a taller fence.

Any idea what that penalty would be? 25 seconds?
