So you tell me me: how did they determine that? Maybe I missed it, can you point out for me their official measurements? They say team followed procedure but they don't even know what the procedure is. I assume it was blankets for one team and no blankets for others.
"Nevertheless, the Stewards recommend that the Tyre Manufacturer and the FIA hold further meetings to provide clear guidance to the teams on measurement protocols".
Why if everything was correct anyway?

Yep, all that will happen from now on is that the teams will have a discussion about why they couldn't pin anything on Merc. Then we'll turn up at Singapore, and the FIA will say "the new process for measuring tire pressure is x, y and z, if you're found to have violated it by that measuring system, then you're ---".

That was on the grid so there was a temp drop between fitting on the car and FIA measurement. That appears to be the issue here. The new "rule" says the pressure has to be better than a certain minimum value when the tyre is first fitted to the car. The pressure was, presumably, confirmed by the Pirelli engineer. The FIA then measured the pressure at some point in the future and found a different value likely because the temperature changed.

The FIA either needs to stick to the rule as written or set out a procedure for checking these values at various times prior to the start of the race.
If you are more fortunate than others, build a larger table not a taller fence.

The delegate doing the measurement probably let out some of the air when he was place the gauge on the tyre. :|
It's simple as that and sounds pretty embarassing. the measurements should be left to Pirelli and Pirelli alone.

That's to do with the maximum temperature allowed from the tyre blankets (they're not allowed to overheat the tyres).

Can someone work out exactly how much Rosberg's tyres must have dropped in temperature before the pressure was measured please?

It seems to me that its the FIA procedure and rule that's faulty here. If the tires are initially checked in a certain temperature range and found to be legal then it should follow that they shouldn't be able to be out of pressure range when still in the temperature range later, even if the temperature is lower.

Clearly the FIA specs are just wrong and someone at the FIA just made a really stupid and obvious mistake when writing this rule.

I dont buy Smedleys claim that tyres cool very slowly. They are low mass, black and have a rough surface after a little use, they will cool off damn fast. If the tyres were measured at 19.5psi at 110c then yes they could easily be 1.1 psi lower after a few minutes.

1.1psi ~5% low, so roughly 5% low in absolute temperature, ~20 degrees down from 110'C
