Those are from F1today. I'am guessing they are measured at a specific place on track as opposed to absolute maximum speed.

Maybe they are wanting to save a set of mediums? Who knows. What is known is the time difference between the medium and hard compounds. I have a recommendation / request, would it be possible for you to group the data by tyre compound and then have each drivers fastest lap for each compound? This might paint a clearer picture of the testing sessions. If you could also add stint length it would be the ultimate bonus
