I think vettel's move was a very calculated risk. He was simply betting that his tires were warm enough to not lock up when Bottas was driving gingerly.

We've seen people weave enormous amounts to break the tow. I don't believe I've ever seen the one move rule enforced outside of a breaking Zone.
