Ferrari slower than RB. I think Ricciardo will overtake Sebastian. Will Vettel say that they have a bad set up again?

What would Ferrari do? Keep Kimi maintain 5 second distance from Vettel OR allow Kimi an opportunity to go after Ric? :)
