2019 Aston Martin Red Bull Racing - Honda F1 Team

Because?

Let’s see:
He finishes top three most of the time, scoring valuable points for his team.
He is clearly not a threat to the number one driver, there is no drama.
He obeys team order.
He qualifies where he should given the equipment.

If the goal is to win the constructor title and Max to win driver title, why is Bottas so horrible?

Give me his car, I'd be finishing top 3 with no drama most of the time.

It depends what their plan is for the driver. It would be a different driver if they are just looking to maximise the points next year to if they wanted a mid or long term option.
Maximise points and try for a championship while it looks possible, yes Bottas defiantly, Hulk? there are a few drivers of his ilk who would welcome the offer, but RedBull already have drivers to match (or so close only luck would divide them).

Long term it looks likely to be a Max/Albon combo, but then there is always the threat Max will depart and then they will be in the mire for a year or so.

I would go -Max & Kivat, which looks like closing doors for Albon. He would not want to wait for either of those to retire.

Edit
Fresh thoughts here.

If they did go with Max and DK, The 'saved' money and good points money for STR could be worth 'boosting' the junior team. STR have potential and would recover much of the extra sunk in by getting constructors points, and it could be beneficial to RBR to have a mate at the sharp end.

you personally probably would put it in the wall at the first corner unless you know how to handle a F1 car.... which i guess you don't (just like i do)

Hulk is a terrible choice he proved last weekend again that he is unstable in his preformance, Bottas, well i guess he could be a good opportunity but, i think he will be relieved if he leaves Mercedes and can drive on his own again like he did before he went to Mercedes, so an unlikely option.
if you want someone off the grid in that 2nd RB you bount to say it could be Perez or Magnussen (although he is a bit of a rowdy in his drive), then we could talk about Kvyat (not my favorite) but for now unlikely because that will mean that Helmut Marko lose face because he demoted him.
lets make a small list (my personal opinion):
1. Ham (No way)
2. Bot (not likely)
3. Lec (No way)
4. Vet (possible, but unlikely because he wants to clear his name and show he still got it)
5. Sai (never ever he's gonna ride with Ver again)
6. Nor (nope)
7. Hul (possible but to me unlikely)
8. Ric (would be a dream to see him back but... no way)
9. Rai (end of his career, so No way)
10. Gio (Ferrari driver, probably 2nd man beside Lec, if Vet goes)
11. Per (could be but he won't play 2nd fiddle right away)
12. Str (not now, not ever)
13. Kvy (very likely, but not my favorite)
14. Alb (to unexperienced... yet)
15. Mag (could be, but in myy opinion to rough)
16. Gro (how the hell can he still drive in a F1 car)
17. Kub (will be gone after this season, not the Kubica we know before his accident)
18. Rus (a Merc driver through and through... no way)

I highlited the ones i think are possible ..... that means 3 drivers of the current grid could be possible ... but this is my opinion

I also have the feeling Seb will be back at Red Bull, but Bottas at Ferrari instead of him.

Agreed, I think so too.

However, if I were Helmut Marko I'd try something else: Offer George Russel a race seat at Red Bull.
Just like they did with Verstappen when they offered him a Toro Rosso seat, they can offer Russel something Mercedes will not - immediate competitiveness. Must be awefully hard to resist, driving at the back of the grid and all..

Why? Out of this years three rookies, Albon, Norris and Russel I think he was by far the most impressive in his junior career. Certainly more talented and on the edge than Albon, who also did a good job, but was one step behind.

Would be a blow to Mercedes as well.

I can not see Helmut taking a punt on an unproven driver, he has not had the best of luck on that lately so prob cautious. we/they have no idea what level RK is at to give a real yardstick for Russel just as Gasly looked good last year but had no 'control' driver to get his actual base line. Other than that, would Russel leave Merc yet? I doubt he would unless he had a very good deal (or very bad where he is)

Just swap Kvyat and Gasly.

Kvyat can prove he has really matured and if he can match Verstappen’ speed. He was faster than Ric before.

Gasly gets second chance to prove he can stil develop himself at STR.

Albon needs more time to develop at STR.

No drama.

If Verstappen decides to go, they can take Vettel or Ricciardo.

kvyat is maybe solid but i am afraid he will fall in to his old habits..... wanting to prove he is upto Max and start being torpedo again.... but he will be the first option for RB
