Quite possibly. Alternatively, with this being a maximum downforce track, they may have wanted the additional surface area on the topmost flaps.

I couldn't make sense of those claims. Especially when that overhead shot from the second week of testing came out; it really demonstrated how insanely narrow the side pods are. They're all working away like mad outwashing through the front wheels, and with the new front wing that looks like more outwash too doesn't it, the concept is gradually drifting back to what they had last year, or in that direction. Seems like they haven't brought much performance gains
