Doubt it, most of the bumps are on the back straight. The rest of the track has bumps but they're not too bad.
While I agree there is no way the track has sunk 1.5 meters, I have been to industrial sites in the area of San Marcos (just south of the track) and have seen foundations sink 6-12 inches. The exterior areas of doors going into buildings have been excavated to allow the door to continue to operate. What I find interesting is that Hamilton gained half a second in S2 and just half a tenth in S3 compared to Vettel. Would excepted that to be the other side around.
He had a tow in S2 which surely played a role there. The question is, by how much.
