I totally agree with your observation: just remember mercedes in 2017, they started the tests without a sharkfin, then they introduced it in the second week (of test) and continued increasing its size (remeber the evolutions brought in Spain and Singapur).
Also Ferrari are shaping their engine hood to create a bigger fin...It's hard to say why Williams and Alfa Romeo are doing the other way around.
