A brief summary, if the pandemic proceeds as it is:

This is a hard one for teams. Focus fully on 2020 and gamble we have races or run these regs in 2021? Or focus fully on the new generation cars and gamble that 2020 is a write off and the regs don't get postponed. Whoever takes the right gamble vs the opposition may enjoy substantial domination

The FIA/F1 are going to have to have a sit down and figure out what they are going to do, and they need to do it relatively soon IMO.

They probably still have a few weeks to think things over, but soon they are going to have to commit to some type of extended timeline for moving forward.

Is this season going to be scrapped in its entirety? Would that mean the 2020 season becomes the 2021 season? And that the revolutionary year for rule change would then be 2022?

Should teams cease immediately in throwing away even more $ on a formula that will never be raced? And move all efforts/energy/money to the new rules? Or will the new rules be pushed back a year?

As mentioned, this stuff needs to get sorted out.

The current global outlook for coronavirus is only going to get worse in the months ahead. We are looking at exponential growth for 3-6 months easily.

An expert recently suggested that in July we will be nowhere close to the finish line with this.

The entire season is almost certainly not going to happen, but how things are going to proceed needs to be sorted out soon.

Of course, if their car is as bad as they themselves claim it is, they'd prefer the new rules to come as soon as possible...

Ferrari have a lot more to think/worry about than others right now, as Italy is hit pretty hard by this whole thing, and they don't even know when the factory might re-open right now.

IMO - I'd be more worried about some teams surviving this year financially than if we'll have races or not. Think about it; F1 teams make a "living" off "the pot":

The big pot is money generated through "F1 revenues". I assume this is the money that is generated through what countries pay to hold a race, TV deals etc. Without that, the pot gets smaller, which in the end, means less money for every team. Sure, big teams have sponsors too... but how much will they pay if there are no races and no exposure?

If 2020 is written off, I expect these cars will be used next season, and the new spec cars delayed a year. With the amount of money spent on developing them it would be bonkers not to race them.

I don't think so. The teams already started to look into the 2021 cars. Also the development is going on regardless if there are races or not. So even if the FIA would postpone the new aerorules by a year. You would never see the 2020 cars on a track if they cancel the whole season. What you will see are 2021 cars build by the old aero rules next year.

Makes absolute sense, they're on about freezing development between seasons too. Point being they need to reduce costs as teams will be so much worse off with races being cancelled.
