Well like I promised here is the book....it ended up only being one book cause the others I looked at seem to be more for an engineers point of view....specially looking at car construction.
Competition Car Preparation: A Practical Handbook - Haynes Publishing.
There is another book by Haynes - Competition Car Suspension....but it is more construction orientated.

There are quite a few books on the market....Caroll Smith is a very well known engineer....he has a few books...but I havent read his book: "Tune to Win"

But he can be very boring at some points.......
Hands-On Race Car Engineer - seems to be a very bad book in terms of setups.....I've read bad reviews on it.

i'll keep lokking for some books for you.
Try running a little on F1 Challenge it at least gives you a general idea on how the diferent parametres work....and also has a telemetry program, that to me is one of the best telemetry programs that comes with games.....though not very good for real life...
