I have a feeling they're doing some experimentation with slower parts applicable to next year, probably suspension/DAS related and can't quite tune the car to the softer tyres.

Unfit? He seems fine to me. People expect Hamilton to easily outqualify Bottas when Bottas is a great qualifier. Where Hamilton really shines is the race. Bottas is on the dirty side, turn one is not far away, so a good start is crucial. If Bottas gets forced out wide in turn 1 it's going to be difficult.
