That was the best he could do and it's clear that he went for the fastest lap twice.
Lewis' fastest lap of the race was a 1:16.702 which was 0.822s faster.

I think his penalty was for a 10 second penalty, not a 10 second stop and go.
I remember hearing it from the commentary (that it was indeed a 10 second time penalty rather than a stop and go) but I could be mistaken. I rewatched the race from Max's onboard. He didn't go for a fast lap. On the radio it was only mentioned in the second to last lap what the fastest lap was. Max didn't even respond and just drove the last laps without taking risks after advice of his engineer. I don’t think the stewards are going to give you a 10s penalty when you consciously passing cars under a SC. Same goes for any action that is inspired by gaining and taking a penalty n purpose. Then unsportsmanlike behaviour comes into play and there are stronger penalties for that.
