Believe that this cape is not new. This cut-out in the edge has certainly been there in some form since the launch car. Could be that in the upper image the front wing hides the step in the edge? Hard to tell though... But from Leclerc crashed car in FP2 at Imola I found this as well and here it seems that the cape is already like the "new" one:
