As I read the concept rules PU development is exempted from the cost cap. Also logical as it would then be a disadvantage to be a works team.
I always thought that the Honda way is the way it should go in F1. In other words if you manufacture a PU you shouldn't be in the chassis side of the sport. Even if it means Fiat Manufacturing the same PU for the Ferrari Chassis.
Anyways back to my original post. The 3 PUs in a season just makes it easier to control.
Yeah, however this whole thing still concerns me. How are they going to challenge Merc with:
-A technical director who is nearing retirement and has been constantly spending time on side projects such as the Valkyrie and sail boats
-Mercedes having twice the aero staff that RB have according to Newey
-Mercedes already having an advantage in chassis and engine while RB and Honda have to overcome that deficit first. It also allows Merc to focus on next year and 2021 earlier
-A quasi-works partnership with Honda, which is never the same as when you are a full works team (chassis and engine 1 constructor). There can be differences of opinion on which course to go as McLaren with Honda has shown, there can differences on the investment willing to do (chassis/team willing to outspend competition, engine manufacturer working on a budget or vice versa) as shown by RB and Renault, the engine manufacturer can suddenly decide to start their own team (McLaren Mercedes, RB Renault twice in last 15 years) or switch you from a dedicated works relation to a deal with you just being one of the customers and having to deal with it (Benetton and McLaren vs Ford if I am correct).
Just how are they supposed to beat Merc?
