Wheel restraint tethers

How come crashes in the past year or so are seeing more and more wheels coming off the cars and not bouncing alongside them like they used to when wheel tethers were first implimented?

heres another (again at monaco) http://www.youtube.com/watch?v=1aNJxONMwOw it looks like the wheel comes off but looking at the onboard its just the tyre, the wheel is still attached (or whats left of it)

Well the tethers aren't indestructible...

Yes but Monaco isn't fast either, granted i think with no run offs they might be hitting the wall harder.
