It's pretty straightforward to intuit, narrower tires than last year would mean there is less contact patch at the front. In addition the rears are just as wide as last year which means there's a greater stagger between front and rear which means more understeer.

Pirelli has a more robust front tyre lined up for testing.

The issue isn't the tyres, it's the culture in the RD's office. Since Bianchi's death, they have been increasingly worried about wet weather running - we see the safety car left out even when the drivers are saying it's ok to race, for example, because ISTM that the FIA/RD are terrified of a big off in the wet.
If you are more fortunate than others, build a larger table not a taller fence.

Seems like it. Whenever the circumstances merit it there's no running on the track. The contemporary rainy race is the countdown clock racing against itself...

Formula 1 is set to drop the planned reduction in maximum tyre blanket temperatures to 50°C next season after drivers raised safety concerns following the United States Grand Prix 2023 tyre test.

Tyre blankets will be banned in 2024, and as part of the preparation for this Pirelli requested that the blanket temperatures be lowered in 2022 and 2023. This led to a reduction from 100°C (front) and 80°C (rear) rear last year to 70°C (front and rear) this season, with the cut to 50°C slated for next year.

But after testing the prototype 2023 tyres at Austin using 50°C blanket temperatures, drivers found the warm-up phase to be problematic with grip levels low and a high risk of crashes.
The change is regarded as an interim step for 2023 with the 2024 tyre-blanket ban still set to go ahead. The 2024 tyres will therefore be an all-new production rather than the evolution Pirelli has produced for 2023.

And you think Michelin would want to be part of F1 these days? They already cover a whole host of other motorsport without the hassle of the politics of F1. It beats me why Pirelli stay in F1, they're on to a loser whatever tyre they bring.

Pirelli is weak and has no spine. They are the cuckold of the tyre world. 🙄

Wihout the hassle, but also with a fraction of the publicity. F1 has the big number big money, big viewership, big everything. More than the rest of the racing series together.
As for Pirelli, I think they're masochists.

So now the FIA wants wheel arches on rainy races. Why? Even around 10 years ago the cars raced in proper rain. And there was no big whining like nowadays.

For the 2022 F1 season, the FIA made changes to the technical regulations to improve following. Outwash was replaced with upwash. Much of the wake from the leading car is thrown upwards now. It improves following, but it also means that during wet races, more spray is thrown up into the air.

A partial solution to this new problem is wheel arches. It will limit the wheel spray. It won't help diffuser spray, but there should be a reduction in the volume of water thrown into the air which will improve visibility.
