All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

good I am looking for an academy where they teach to design engines especially f1 engines by former f1 engine engineers?

Engine design is part of mechanical engineering. So most engine designers will have ME degrees. I doubt that many F1 engine designers go into academia.

I think you will find that anyone designing F1 engines today has studied a bachelor of mechanical engineering - possibly from a school with a strong engine focus, followed by experience at a company designing less exotic engines. I doubt there is a fast-track path to F1 engine design.

Interesting reading there.

I found, while generally researching combustion to understand more intricately, quite a lot of well presented and discussed detail from GM Northstar development. As noted in the attached link, there's not so many that can afford to complete such in depth studies of live combustion events to bring comprehensive view of them, this obviously more relevant to non compressor combustion with conventional fueling.
