Nah, I think we have enough traffic on the grid now.
Me personally, I think we just need to clean up the drivers. We have too many drivers that are good, but not good enough to make a difference. Drivers like Gasly, Bottas, Stroll, Ocon, Albon, Perez... they are decent drivers, some are even good drivers, but realistically there aren't any top teams knocking on their doors wanting to bring them in, they've all peaked. I think we can open up a good 4+ seats for some of these young drivers.

By that rule, Russel should have his superlicense taken away in 2021.
Punishing drivers for driving for their team's inability to produce a fast car is silly.
What good was Bottas in 2021 when that seat could have been Russel's. With a rule like this it will force sponsored drivers to be moved up rather than be permanently placed at the lower half of the grid.

Formula 1 is 90% car so that's a very unfair rule.
And the silly part of FW17's rule is that the pay driver has to be around for 3 years. Which crappy pay driver even survives for three years these days?
So it actually hurts a good driver in a bad car more than a crap driver in a crap car.

The implication is that if a driver is actually "good", a higher ranked team will "save" him.
I like the carrot more than the stick. How about creating an incentive for minor teams to find and sign future top drivers?
The minimum prize money paid out is 60 million, so let's use that as a basis. Let's give 40 million to the team that first let the world champion drive for 51% of a season, 15 to the team that set up the runner up, and 5 million to the third driver in the world championship.
For 2023 that would mean :
AlphaTauri (formerly Toro Rosso): 40 million for Max Verstappen.
Alfa Romeo (formerly Sauber): 15 million for Sergio Pérez.
McLaren: 5 million for Lewis Hamilton.
If this system would have been in place for the last 10 years, the value of giving the chance to the top drivers would be:
Hamilton: 325 million
Verstappen: 135 million
Vettel: 75 million.
With that kinda upside, would anyone really have any patience with a driver like Mazepin for a 13 million sponsorship a year?
