The Spa wing is perfect for many other races - Jeddah, Miami and Baku to begin with. For next year they only need to change flap endplates into this design to optimise every wing they have, that's a minimal time and budget investment.

2 wings I think will go obsolete...

-Bahrain spec
-Baku spec

I believe the small incremental steps these wings provide can be substituted by simply running a less/more loaded beam wing with one of the other wings close in terms of downforce. So that would be the Spa spec & the Saudi spec.
f1 aero has mentioned to me that they are fairly cheap to design and manufacture. So If that is the case I don't see why not to have so many assemblies hat are small incremental steps.

Yes, it would appear so. Baku wing was used in Spa 2022, now the new design. Baku wing was very efficient with flap down, but DRS drag drop was low. RB showed the way with aggressive flaps and low(er) chassis drag in 2022. I didn't do a photo comparison, but it looks like this Spa wing is only slightly smaller than RB low drag wing, so it's still a decent amount of downforce there...
