For example Williams has made a mess of their development they finally have a spare car.

I've been advocating for increased point allocations for a long time. Given how reliable cars are nowadays, I think giving points all the way down to P15 would even be viable, though certainly P12 would be an improvement on things now.
I come from the perspective that 'points systems' are literally only there as a record of performance, so we can accurately rank who did better over a season. Others seem to have this idea that 'points' have some extra mystical importance and that giving them to lower finishers ruins this, and simply dont care whether it's a good system for judging performance over a season or not for lower end teams.
I dont agree at all , teams who dont score points will dissappear more quickly , its not like soccer when you can be demoted to a different division.
If teams cant fight for points they shouldnt be in f1 or come back scoring. Otherwise it would be a useless competition because if they still get points for bad results they will just change owners (investor companies) who do not inevest but just cash in on the points won that year.
