If that was all it did, wouldn't a simple coil spring suffice?
You also need some sort of damping to prevent the bib from starting oscillating.
No damping is allowed for the bib.

What is/are the role/roles of this "lip" or just an edge floor bending?

Seems to me that it's pointing downwards toward the road and one reason could probably be to diminish if not eradicate porpoising for a particular range of speeds/breaking phases etc. had not all speeds and situations that the car occurs?
Of course, this thing is accomplished with the little help of other aero and non-aero tools such as stays available on the side of the car ...

Why, what leads you to that conclusion, as Red Bull have had virtually zero porpoising and it wasn't an issue for them, even in pre season testing?

These type of floor cut outs have traditionally been about creating a vortex. That vortex then rolls down the floor edge sealing airflow leakage, increasing downforce from the underfloor venturi.

Some interesting metal structure at the rear of the floor there. It looks a bit complicated for simple stiffening.
