Looks like they moved that reservoir from the splitter area in previous years and to the top of the airbox with another smaller one on the side.

Don't know how they are using it, but yeah. They'll probably use a passiv target and move it to locations the want current coordinates for or the have multiple fixed targets on the car (stickers) that they can scan. Redbull has been using that tool for many years though and I'm guessing that it is more for setup reasons. If you zoom in you will see adjustment collars. It is a spring and damper with height adjustment.
Judging from the type of connection, thats an hydraulic line. It can probably lift a horse.
