He doesn't say there were no balance issues, just that they didn't spend time during the test trying to optimize that part of things, as he seems to think they can fairly easily do that in the simulator. I think perhaps here we've gotta realize that 'balance' can be a relative and broad term depending on context. And overall, just going by comments alone, there's really not much to gleam about Ferrari's potential competitiveness or issues. Though that seems to be the same down the whole grid, and no doubt for most any given year.

You're kind of proving my point that 'balance' can be a nebulous term. He doesn't state clearly what you're suggesting at all, but he absolutely does say they had balance issues.
