Here's one: a cylinder spinning in that direction at that orientation will generate downforce (look up Kutta–Joukowski lift). It also generates a bunch of turbulence which in previous seasons would have ruined the beam wing's downforce-producing potential: no longer a problem in 2014.
If this is what they are doing then upper-wishbones will evolve across the season to try and reduce the drag of the resultant vortex sheet.
