Based on what?
Sadly, you can tell nothing from two random photos as there is no reference plane. A different lens used can alter the perceived size of the car. Further the changed appearance such as new front wing position can make a big difference.
Currently there is no information as to wheelbase of the car, so any view cannot be substantiated.

Would maximizing the free air to the wing lead to lesser wing angles to generate the same downforce level?

Why would anyone think Ferrari trimmed upper parts of engine cover and airbox because they cant seal diffuser? Such a jump to conclusion given that sidepods and cokebottle area are still very narrow and tight.

I wouldn't call it radical, just a different path. Maybe they couldn't generate the numbers they wanted with the floor/diffuser, or maybe they needed more time to fine tune it, and the rear wing was a safe bet for early in the season. No one outside of Ferrari knows for sure.

Or they thought that is the area they can tiddy up given that its been noticably trimmed, while coke bottle and sidepod area remained very narrow and tight as last season?

Having a high energy flow turned up by the rear wing is beneficial for the perfomance of the central region of the diffuser as compared to a disturbed flow hitting the rear wing. The whole rear end is aerodynamically connected, which is why they have bought in a twin set T wings. Every little bit helps connect the diffuser upwash to the rear wing upwash.

This arm likely improves the rigidity of the upper rear wing flap. When the DRS active, this arm provides the upper flap a fourth point of contact to the car. Previously there were only three points of contact when DRS was active: the hinges on either end of the flap, and the DRS pullrod (which does not carry vertical loads). Compare to last year's car:

Somewhat surprising seeing Ferrari putting more focus into a streamlined airbox than the sidepods.

Then again percentage of downforce from the RW does get higher with the new regulations.

If you can generate downforce on the rearwing as efficient as on the diffusor, i‘d choose the wing. This will give you way better drs efficiency, as the flap height generates a even bigger drs effect than last year.

This could give ferrari an advantage over merc and rb, when the ferrari is the overtaking car.

Wouldn't a big airbox be draggy as well?
