Yeah that is the possibility.. they are trying to have the flutter to stall the wing... the degree to which it flutters is what they r trying to find out during the practice sessions? Except if it happens becouse of some funky mechanism that allows bigger opening with extreme excentric clamping of the wing.
As I looked a bit more into this what happens at flutter is BIG los of lift on the wing. Therefore drag also gets les and that would be benefitial for top speed of the car.
