Yup, Ferrari own it. Reason its being used is due to cost, Ferrari are offering it for free to all teams. Other teams have asked Red Bull if they can do a second in season test at the Red Bull Ring next year to keep costs down. Sorry mate but McLaren and others aren't going to make any significant leaps on the development front. There's simply not much more time to be found at the sharp end of the grid. Even if Ferrari sorts out their car it might still be half a second off-pace due to improvements by Mclaren, Renault, Mercedes, Red Bull.
No easy task, especially in this competitive season.
