Why do some teams not use blown diffusers?

Aero is never as simple as something works or it doesn't. You can spend a lot of hours optimizing everything to find out that some other one detail held back your entire development and you are now miles behind. This is one of the reasons why the team who is in the lead can vary year to year, one year they were on the better path from having smarter aero guys, better luck or serendipity in the wind tunnel. They could have something that works better, or something that makes it not work at all. No way to know really.
