Ferrari and Honda use F1 engine tokens. The note said that Ferrari had used three tokens and Honda had used two tokens from their allocations. Mercedes and Renault have already confirmed that they will not be using any engine tokens just yet.

Ferrari has used up some tokens in improving the design around the cylinder head of the engine. Arrivabene is suggesting they will not use the engine in Canada, which suggests they are probably looking to use the new engine in Austria, and simply want the ability to use it in Canada should something go wrong with the current PUs.

The remaining tokens for the manufacturers are as follows.

Mercedes: 7
Ferrari: 7 (3 used)
Renault: 12
Honda: 7 (2 used)

Is the PU on the Manor cars having the turbo controlled by the MGU-H at all? Every time a Manor car brakes you can hear a loud 'whistling' noise which cannot be heard on any other car. From memory it was the same during 2014 as well.

Well they are running last's year ferrari PU after all, which was known to be horrible at energy recovery.

The Ferrari engine is now just a powerful as Mercedes with the rumored Singapore update. Not sure if there was any token spend though.

Not sure if they were the Monza engines or the Canada engines.

Either way, there was no upgrade at the Singapore GP.

They were either using the #3 or #4 power units.

If Ferrari's PU is as powerful as Mercedes', that would be impressive as they still have 4 tokens to spend. Merc have spent all theirs.

The other Ferrari cars have never made that sound though.

Limting returns and merc so far have not turned up their engine in the race yet. Only in practice in monza... They claim their mods are for reliablity and foundation for 2016...

I am relishing the battle between ferrari and merc next year.

What singapore update? Never heard of such thing. It's also not as powerful. Even compared to pre-monza spec all mercedes customer teams still use.

It's not, and data supports this assumption, as opposed to just speculation.

Why would they use an old inferior PU?

Top speeds don't tell the full story.

Williams are known to have a low drag, but relatively low downforce, chassis. Same with Force India.
Mercedes may not have been running as much df as Ferrari, going by their lap times.

In any case, Vettel is only 2km/h down on Massa and Rosberg, faster than Bottas and about 0.5km/h slower than Hamilton.

The Monza PU was their 4th for the season. With Singapore not being overly power dependent, and other coming races are, Ferrari may have opted to use the older engine to keep life in teh newer one.

And, unless they take penalties, they have to use the 4 PUs for the remainder of the season. PUs #1 and #2 must be at life, or close to it.

It is impossible to ascertain the engine power from top speed. The motogp bikes hit ~350 km/h at Mugello, does this mean the Honda motogp engine is as powerful as the Mercedes PU? The only way to estimate engine power is via GPS data, or by using on-board footage to provide a GPS estimation. Further compounding the problem is that vehicle top speed is more than likely a classic game theory game among the teams.

The engines are running different mapping on each track so they are optimizing the tourqe curve to the engine speed in certain corners. Torque and drivability is more interesting than top end power and Merc is still superior in this segment.
Absolute top speed is not what you are looking at but more how fast you are reaching a certain speed to be quickest around the track.
