That second vehicle has some serious sponsors, so I suspect I just don't fully comprehend what I am seeing there. Seems like there is WAY too much free space inside, which equals too much frontal area.

That black thing covered in sponsors is an efficiency drive car - potentially shell eco marathon - so the back has motor and battery. You can sacrifice frontal area in these things for a better on surface pressure recovery, minimises base drag.
