I can't answer that specifically, but anybody even half interested in anything to do with front wing flex in F1 cars should check out this video:

that video must be horrifying for a stress engineer ....the parts just move so much,it is unbelievable..

thats just vibrations when going on a Kerb

Ummm, what...? :-s Vibrations are flexing... a deflection is a deflection. I assume by "flexing" you mean due to aerodynamic loading then?

no, there is no limit to deflection other than the static load test mentioned by others in this thread.

Regarding the original question of this thread - the reason why some teams have low noses (and why Renault / Force India have the reflex 'bump' under their noses) is to load up the central FIA section. There is certainly potential to get load from that section and with the allowed tolerances it most certainly does produce some downforce.

yup, exactly

That video shows how the FW vibrates, deflects on kerbs, as it has no effect on Downforce

the RBR picture posted before shows the proper flexing of the FW under aero load to enhance their DForce and straightline speed
