Horner mentions Austria where a Honda decision could be made.
For years now, Mateschitz is slowly trying to pull away from f1 and also because of the nature of Red Bull as a team, the future is inevitable. At some point a manufacturer will buy red bull.
Before i get into more details i will say that Aston Martin is a partner with red bull just for exposure, so in essence their involvement in f1 wont be bigger than this, because they are not an engine manufacturer and because they simply lack the money, even under the new proposed 150m euro budget caps.
Renault on the other hand is a manufacturer and has the money but they have their own team with their own ambitions, so the situation as it stands today, points out to an inevitable deal between Red Bull and Honda from 2019, also due to the fact that the new engine update for torro rosso in canada worked really well.
If you think about it, both Honda and Red Bull want F1 glory, one makes the body another the engine and in the future who knows, Honda might buy the team.
I do see a partnership for 2 seasons 2019+2020 between these teams, but I also see Porsche joining because F1 even with the current budget regulations offers much more exposure than wec ever did.
Will porsche buy red bull, who knows, but I suspect at the moment they are more inclined to see what is happening at force india.

All of the above points out to the fact that in order to score podiums in f1 you need to the either be a manufacturer or have exclusive partnerships with a manufacturer.
