It seems to be due to a crack on a duct inside the crankcase...
As far as I can see (quick search), Wolff told the media on-record it supposedly was a water pressure problem. It's the first race for that type of PU, but it should be a QC issue. The track characteristics aren't so hard that you can't simulate your way out of this to test reliability, no weird kerbs, rough asphalt, no extreme heights where the PU is starved for oxygen, etc.
Edit: PU1 ran a very impressive 5604 km with Bottas. Of course this was heavily managed with some fast qualifying stints and a lot where it wasn't run flatout, but technically the PU should be able to do Le Mans if the other components can keep up with the pace. Anybody has an updated chart with component usage? I recall that he has taken on a couple of new parts, but not all of them (that crash in Melbourne of course hammered his chances of no penalties).
