Maybe because without a designation we would not know which item anybody is talking about?

Oh and apparently Toto has said if they did not have the new spec they would run PU1 again as it’s actually rated to 7,500 km :-O

Given that no one outside the teams knows specifically what these spec/rev numbers actually correlate to, you still wouldn't have any meaningful idea of what is changing. Who's doing PU based, per-race mid-season performance analysis? Merc tweeting that they changed the ICE, H, & turbo is nice and all, but that's like saying they've changed any number of thousands of items potentially.

"Added goodness" = What Ferrari has been doing and been analyzed for?

How would you even add significant "goodness" in just 2 weeks time? Probably they have been working on it since they found out that Ferrari's solution was efficient/intelligent and just needed a bit more time to come up with it. Hence the delay.

Likely whatever Spec 3 parts that could be brought forward. So if it's 10 spec 3 parts, 1 was brought forward.

They will only run the pu1 in Free practice from here on, too risky considering the WDC. Moreover their new engine pu2 could last 7 races easily so I don't see the point in taking risks.

Did anybody hear anything about the cooling circuit leakage either on Bottas and Perez engine?
Rumors about a serious problem are banging from one site to the other...
It seems to be due to a crack on a duct inside the crankcase...

As far as I can see (quick search), Wolff told the media on-record it supposedly was a water pressure problem. It's the first race for that type of PU, but it should be a QC issue. The track characteristics aren't so hard that you can't simulate your way out of this to test reliability, no weird kerbs, rough asphalt, no extreme heights where the PU is starved for oxygen, etc.

Edit: PU1 ran a very impressive 5604 km with Bottas. Of course this was heavily managed with some fast qualifying stints and a lot where it wasn't run flatout, but technically the PU should be able to do Le Mans if the other components can keep up with the pace. Anybody has an updated chart with component usage? I recall that he has taken on a couple of new parts, but not all of them (that crash in Melbourne of course hammered his chances of no penalties).

Bottas only took a new Control Electronics and Energy Store after the qualifying crash in Melbourne.

Also, this was done as a precaution. Mercedes said that both the original units were fine and could be used again when necessary, preventing any penalties.

Where have you seen that? The sources I've seen (Motorsport, Mercedes (Wolff) have kind of brushed the water leaks off.

The water leak ended up being a non-issue on Bottas' car. I would venture to guess the water leak problems would be more of a PU installation problem than a hardware problem.
