The ideas seem good but one piece frontwings? Keep them simpler by using strict size regulations and limit the number of 'steps' of the front wings. No changes to rear wings. The tire warmes make it safer at the start but they are banned from next season anyway... The rev limitations are useless, the teams barley use above 11 000. Do not restart cars... unnecacary use of safety car or yellow flags will not make racing better. You have not commented on fuel ammount but I would keep the limit of 100kg. The fuel flow I agree on. No Rev limitations. Keep number of engines limitation.
No Fuel usage limitations. No fuel pit stops. Keep gear limitations.
No Tire warmers
No complicated nose wings. Only one piece wings
Restart stalled vehicles if at all possible, even with outside help.
More cars make much better racing.
