I don't doubt that Newey's design is probably the best at down-force, but without a PU to push it forward, that's a real handicap. I am wondering if FRICS is allowing Merc to better setup their aero for each track even if they don't have the best aero overall. After all, there are other Merc PU's on the grid, but they haven't been able to challenge the works team.
I don't know for other teams, but ted kravitz mentioned in monaco that nearly every team is running some sort of fric suspension now.
RB was the fastest car in 3rd sector in monaco which is basically just a bunch of slow corner kerb hopping stuff, which most likely wouldn't be possible without a sophisticated fric system.
