Most likely, or that they have found a solution that recovers their performance. Either way, they are behind, and by some margin.

General point about penalties: seems unfair to allow cars that you know are starting from the back to run in qualifying. Sebastian, for example, would have been through to Q2 and may have improved and got in to Q3. He's still going to start in front of Max et al, but in effect his afternoon is cut short when those at the front are already going to be running at the back.
