With Mercedes struggling with cooling and being further back than they anticipated, I suspect they’ll finish 3rd and 4th, at best.

Agreed. The race was set to be super exciting, but that penalty (whether a bit harsh or spot on) could be the killer.

So according to the FIA/stewards, if you hit someone with your car and injure them, your sentence should be the same as someone else who hit and caused a death.

Hamilton will want get ahead of Bottas, even if he doesn't do better than that. Leclerc and Max are a long way back in the title race so if they have a good race it's not too bad. But Hamilton won't want Bottas to gain ground on him in the title race. If he gets past Bottas I think he'll be relatively happy to sit in P3. Key for Hamilton is getting by Norris straight away and then harassing Bottas from the first lap.
If you are more fortunate than others, build a larger table not a taller fence.

No it doesn’t... The rule is simple, if you impede another car, you get a penalty... It doesn’t matter what the outcome is, is the action (not the result) that determines the penalty.

He did prevent Kimi from doing his fast lap. Kimi surely was put in a disadvantageous position because of that, that's for sure. He needed to abort the lap and start another one. Is this an advantage for Kimi? No. Is it a disadvantage? Yes.
Kimi still being able to get through doesn't change that.
